Language, Literacy, Numeracy and Digital (LLND) – New Requirements for 2026
What’s Changing, Why It Matters, and How the Process Works
From 2025, Registered Training Organisations (RTOs) are required to strengthen how they assess Language, Literacy, Numeracy and Digital (LLND) skills before enrolment. These updated requirements form part of the 2025 Standards for RTOs, specifically Outcome Standards 2.1 and 2.2, which focus on informed enrolment and suitability of training products.
At AusQ Training, we have updated our enrolment processes to ensure every student is supported to choose the right training course, at the right time, with the best chance of success.
This page explains what LLND is, why it’s required, and how our LLND process works.
What Is LLND?
LLND stands for:
- Language – reading and understanding written information
- Literacy – writing and communicating clearly
- Numeracy – working with numbers, time, measurements and basic calculations
- Digital – using technology such as online systems, emails, and digital forms
These skills are essential for successfully completing training and assessments, particularly in vocational and safety-critical environments.
Why LLND Is Required Before Enrolment
The updated Standards require RTOs to confirm that a training course is suitable for the learner before enrolment occurs. This protects students from enrolling in training that may not be appropriate for their current skills or circumstances.
The LLND review helps to:
- Support informed enrolment decisions
- Reduce the risk of students struggling or withdrawing
- Identify where reasonable adjustments or support may be needed
- Ensure no student is enrolled or charged fees before suitability is confirmed
This approach benefits both students and employers by improving training outcomes and reducing disruption.
How the AusQ Training LLND Process Works
Our LLND process is simple, structured, and designed to support students, not exclude them.
Step-by-Step Overview
-
AusQ Training provides clear pre-enrolment information, including course requirements, LLND expectations and eligibility criteria.
-
After reviewing the course information, a student or employer may choose to proceed by submitting an enquiry with their contact details.
-
The student is given access to complete an online LLND assessment. All courses require completion of this assessment.
-
The student completes the LLND assessment online.
-
AusQ Training reviews the LLND results against the course requirements. The assessment is one of the tools used to determine eligibility.
- If the required benchmark is achieved, the student is deemed eligible to proceed.
-
If the benchmark is not achieved, an eligibility review is undertaken.
-
The student is advised of the outcome. Where eligibility is confirmed, the application process may proceed. Where eligibility is not established, alternative options may be discussed where appropriate.
What If a Student Is Not Deemed Suitable?
Being assessed as not suitable at this time does not mean a student can never enrol.
It means we will:
- Explain the outcome clearly
- Provide information about available support services or reasonable adjustments
- Discuss alternative or more suitable training options
- Offer guidance on next steps if suitability may be confirmed later
This ensures students are supported rather than set up to struggle.
What This Means for Employers
For employers enrolling staff, the LLND process helps ensure:
- Employees are ready to engage with training requirements
- Training time and investment are used effectively
- Support needs are identified early
- Compliance with the 2025 Standards for RTOs is maintained
Employers may still initiate training requests, but suitability must be confirmed before enrolment is finalised.
